The present invention comprises a satellite deployment step S2, a spacecraft acceleration step S4, a spacecraft orbiting step S5, and a spacecraft deceleration step, and the foregoing are repeated in the order given. In the satellite deployment step S2, in a circular orbit 2, one satellite is deployed from a spacecraft 10 into the circular orbit 2. In the spacecraft acceleration step S4, the speed of the spacecraft 10 is accelerated, and within the same orbit plane, the orbit of the spacecraft is switched from the circular orbit 2 to a spacecraft transfer orbit 3. In the spacecraft orbiting step S5, the spacecraft 10 is caused to orbit multiple times in the spacecraft transfer orbit 3. In the spacecraft deceleration step, after the multiple orbits, the spacecraft 10 is slowed down, and within the same orbit plane, the orbit of the spacecraft is switched from the spacecraft transfer orbit 3 to the circular orbit 2.
