PROBLEM TO BE SOLVED: To provide a solid powder cosmetic having a smooth touch, fresh texture, excellent functional characteristics such as fitting feeling, and excellent impact resistance, and obtained by wet production method developed with regard for safety and the environment.SOLUTION: The solid powder cosmetic includes the following components (a) to (d): (a) 10.0-95.0 mass% of hydrophobized powder (b) 0.1-10.0 mass% of water-holding oil which can hold water in an amount equal to or larger than the self-weight when it is allowed to hold water at 50°C and then returned to ordinary temperature (c) 0.1-15.0 mass% of polyhydric alcohol and (d) 0.01-5.0 mass% of a surfactant having an HLB of 10 or less.
