PROBLEM TO BE SOLVED: To generate hydrogen and to bring a cream into a reduced state by incorporating a reduced impalpable powder to the cream.SOLUTION: A hydrogen cream is produced by incorporating, agitating, and dispersing a reduced impalpable powder, produced to be in an impalpable powder state having a reducing action, into a base, i.e., a cream having viscosity which is produced by mixing a conventionally known basic raw material and additives, and keeping into the base the reduced impalpable powder in a sealed state so that the reduced impalpable powder does not contact the outside air.
