PROBLEM TO BE SOLVED: To provide a face wash and a cosmetic into which hydrogen powder is effectively contained.SOLUTION: The face wash raw material is a raw material which is contained in a face wash, and includes: hydrogen powder which is in a powdery state and generates hydrogen by contact with water and coating agent which coats the hydrogen powder to suppress contact with water. The coating agent is any one or a mixture of plural types out of: emulsifier which consists of the group of sucrose fatty acid ester, glycerol fatty acid ester, sorbitan fatty acid ester and propylene-glycol fatty acid ester or hardened oil which consists of any hardened product out of the group of castor oil, rapeseed oil, palm oil, soybean oil, rice oil, corn oil, cottonseed oil and safflower oil or vegetable wax which consists of the group of carnauba wax, rice wax and candelilla wax. The face wash is obtained by mixing the hydrogen powder with the coating agent, and heating the mixture to the melting point of the coating agent or higher as needed to liquefy the coating agent.
