PROBLEM TO BE SOLVED: To provide an emulsion excellent in dispersion stability without using emulsifier (surfactant).SOLUTION: A surface-inactive material is added to a water in oil type (W/O) emulsion according to the present invention as a water-soluble additive for dispersing and stabilizing an emulsion. It is effective that any one of salts, hydrogen bonding molecules, and alcohols are added to the emulsion as the surface-inactive material. A favorable dispersion stability can be obtained by using salts as the surface-inactive material and setting a concentration of the salts in a dispersoid in a range of 0.05 to 4.00 (mol/L).SELECTED DRAWING: Figure 3
