PROBLEM TO BE SOLVED: To promptly set an appropriate output voltage regardless of various differences in a treatment environment.SOLUTION: By manual operation, information for at least two of the carrier frequency of an electric signal for treatment, the treatment frequency of the electric signal for the treatment, an electrode to be used, and a treatment region is input. By the manual operation, the command value of the output voltage of the electric signal for the treatment is input. By a voltage characteristic change means setting means, a voltage characteristic which is the correspondence relation of the command value and the output voltage of the electric signal for the treatment is changed according to the difference of the input treatment environment.
