PROBLEM TO BE SOLVED: To promptly set an appropriate output voltage regardless of the kind of an electrode.SOLUTION: The kind of the electrode in use and the command value of the output voltage of an electric signal for treatment are each input by manual operations. By a voltage characteristic change means setting means, a voltage characteristic which is the correspondence relation of the command value and the output according to the input kind of the electrode.
