PURPOSE: A vegetative mat and a construction method using the same are provided to effectively and rapidly vegetate a river or a slope without causing environmental contamination. CONSTITUTION: A nonwoven layer (110) includes first and second surface materials (111a,111b) on upper and lower sides, and the first and second surface materials include 50 parts by weight of porous bodies (113) and 50 parts by weight of seeds (114). The porous bodies contain 30 parts by weight of silicate material, 30 parts by weight of calcareous material, 20 parts by weight of material selected from livestock excrement, crushed food waste, and rice bran, 10 parts by weight of vegetable starch, and 10 parts by weight of water. A vegetation layer including more than one root vegetables selected from Ischaemum anthephoroides miq, Elymus sibiricus, cattail, calamus, and Phragmites japonica, and their seeds. A vegetative mat obtained by successively laminating a second biodegrading net layer, a coir cotton mat layer, and a first biodegrading net layer covers the vegetation layer.
