PROBLEM TO BE SOLVED: To provide a hairdressing agent composition which spreads satisfactorily at the time of application, has a highly moist feel without friction after hairdressing, can make a good arrangement of the hair end, and has an excellent hairdressing-keeping power.SOLUTION: The emulsifying agent composition for hairdressing of the invention contains (A): polyoxyethylene/polyoxypropylene copolymer with a number average molecular weight of 10000-20000 or the polyoxyethylene/polyoxypropylene copolymer and polyoxypropylene sorbit with a number average molecular weight of 300-1000 (B): an oil solution with a water-holding capacity of 50 mass% or more in 50°C (C): an oil solution which is liquid at 25°C and has a water-holding capacity of less than 50 mass% at 50°C as well as (D): water, wherein the content of (A) is 0.5-10.0 mass%, the content of (B) is 0.5-5.0 mass%, and the content of (C) is 3.0-25.0 mass%.
