The present invention relates to a composite odor removing device using an underwater plasma apparatus. More specifically, the composite odor removing device using an underwater plasma apparatus is configured to allow a plasma and air to coexist in a quartz and ceramic cylinder, thereby decomposing odor components in the air. The composite odor removing device using an underwater plasma according to the present invention comprises: a cooling water housing unit for accommodating cooling water in an internal space thereof a quartz pipe unit prepared as a transparent cylinder having opened one end and the other end, and formed to penetrate through the cooling water housing unit a discharge electrode unit formed in a bar shape and inserted in the center thereof in a length of the quartz pipe unit and a counter electrode unit formed in a bar shape having a length corresponding to the discharge electrode unit and disposed to face the quartz pipe unit in an adjacent position to generate a plasma over the discharge electrode unit.
