The device having a body ( 2 ) comprising a shade ( 8 ), a chassis ( 10 ) having a base ( 6 ), a cartridge housing ( 26 ) mounted on the chassis ( 10 ) and adapted for housing at least one cartridge ( 36 ) containing a fluid to be dispensed, and at least one electrical light source ( 74 ). The at least one electrical light source ( 74 ) is located on the base ( 6 ) between the cartridge housing ( 26 ) and a sidewall of the body ( 2 ).
