The present invention relates to a road guide system via a voice navigation for the visually impaired who use a smart device wherein an active guide service can be provided by supplementing insufficient functions to be serviced only via a navigation application installed on a smart device by using a vision assist apparatus. To this end, the present invention comprises: a vision assist apparatus provided with a navigation for a voice-based road guide through GPS and a map source and for providing a voice-based road guide by interfacing the smart device wirelessly and for detecting a direction of vision of a user by using a variety of sensors and a terrain feature recognition means for confirming terrain features which are located in the direction of the vision of the user by linking data values measured by the vision assist apparatus to the map source. Further, a remote assistance request means is added to the visual assist apparatus in preparation for a malfunction of a navigation or an emergency situation. The present invention having the aforementioned configuration can increase the effectiveness of an active determination of a distance situation and a learning effect from the perspective of the user, away from a conventional passive and limited road guide. In addition, assistance can be provided via the assistance request means in real time and remotely from the perspective of the user.
