The present invention relates to a method and apparatus for damaging hair follicles using a series of rapidly-delivered low-fluence pulses of incoherent light. In some embodiments, the pulses of coherent or non-coherent light have wavelengths or wavelengths primarily in the range of 750 nm to 1500 nm. In some embodiments, applying electromagnetic radiation, including a rapid-delivery hypotensive pulse, is effective to simultaneously heat the sub-dermal layer of tissue (i.e., the dermis) and the hair follicle.
