This invention provides an elastomer with improved touch feeling of inorganic powder to skin.An emulsifiable cosmetic of this invention contains (A) 0.5 to 20 mass% of an inorganic powder with a cap layer of an elastomer containing (a1) and (a2), and (B) 20 to 80 mass % of oil. The elastomer includes (a1) amino group-containing silicone polymer, and (a2) carboxyl group-containing silicone polymer or carboxyl group-containing acrylic polymer, wherein the molar ration of the amino group and carboxyl group is in the range of Y/X=0.1 to 1.2(wherein Y is the molar amount of carboxyl group in component (a2), and X is the molar amount of amino group in component (a1)).本發明提供一種改善無機粉末對肌膚之觸感的彈性體。本發明之乳化化妝料係包含：(A)具有包含下述(a1)與(a2)之彈性體覆蓋層的無機粉末0.5至20質量%，與(B)油分20至80質量%。上述彈性體係由(a1)含胺基之聚矽氧聚合物，及(a2)含羧基之聚矽氧聚合物或含羧基之丙烯酸聚合物所構成，其中，胺基與羧基之莫耳比係在Y/X=0.1至1.2(Y係(a2)成分中所含的羧基之莫耳量，X係(a1)成分中所含的胺基之莫耳量)之範圍。
