The present invention relates to a complex fermentation extract and a manufacturing method thereof. The complex fermentation extract is obtained by the following step of selecting, fermenting, and extracting one or more than two ingredients from each group including: poncirus and Japanese chirata which promote blood flow; bamboo pyroligneous liquor and ginger which are hair follicle stimulants; sophora root and moutan which are anti-inflammatory agent; and germinated soybean Cordyceps militaris, germinated brown rice Phellinus linteus, wilfordi roots, fig, and palm oil which supply nutrients to hair roots and help the regeneration of the hair roots. A manufacturing method of the complex fermentation extract additionally comprises a step of mixing the fermentation extract with additives including calcium, panthothenic acid, benzyl nicotinic acid, L-arginine, and estradiol for producing the complex fermentation extract, a hair growth solution which prevents the hair loss and promotes the hair growth.
