A waste management facility is provided with operational control of a waste mass for optimum hydrogen production. The facility includes an air circulation control facility cooperating with the waste mass, a liquid introduction system cooperating within the waste mass, a monitoring mechanism for optimum operation of the waste management facility, a control mechanism for adjusting air circulation and liquid introduction thereby controlling waste mass temperature and pH to create an environment to deactivate methanogenic bacteria and isolate and maximize the number of hydrogen producing bacteria and a gas collection system, for collecting the hydrogen produced by the hydrogen producing bacteria.
