A construction machinery control system comprises: a target construction landform generating unit that generates target construction landform that indicates the targeted shape for the excavation site; a work machine control instruction determining unit that outputs, on the basis of the distance between a bucket and the target construction landform and the operational status of the arm and/or the bucket, an instruction for driving the work machine in the plane of motion of the work machine perpendicular to at least one of a boom axis, an arm axis, and a bucket axis; and a tilt control instruction determining unit that outputs, on the basis of the distance between the bucket and the target construction landform and the tilt and rotational status of the bucket, an instruction for controlling the tilt of the bucket around the tilt axis.
