PROBLEM TO BE SOLVED: To lengthen a life-span of a design relief printing plate by applying a metal relief printing plate to the design relief printing plate, and to improve a transfer failure caused by uneven transition in a metal relief printing plate transfer system.SOLUTION: In a design coat application device, a design relief printing plate is configured by integrating a metal relief printing plate and a rubber plate together, in regard to a design roll. In the design relief printing plate of the design roll, an uneven surface of the metal relief printing plate of the design roll is coated with an aqueous solution in advance of contact with an application roll.
