A wireless network controller and method for controlling the performance of a requested network service for a user equipment within a wireless network. The wireless network controller is configured to compare an access permission of the user equipment to an access condition of a wireless network cell associated with the requested network service, and if the access permission of the user equipment does not comply with the access condition of the wireless network cell associated with the requested network service, suppress the requested network service such that the network service is not performed. The network service is preferably either a paging message for the user equipment or a handover from a serving cell to a target cell. The access permission may comprise an access class of the user equipment, and may indicate that the user equipment is a special case, for example for use by the emergency services.
