PROBLEM TO BE SOLVED: To provide a seedling transplanter which can level the surface of soil even in a ridge edge where the soil is hard, can stabilize the planting depth of seedlings to be planted in the ridge edge, and can suppress a muddy water current generated by the rotation of a rotor. SOLUTION: Seedlings are planted in a planting distance along the edge of a ridge while the power transmission of a planting device 5 in a part of planting lines is stopped by the operation of a ridge edge clutch lever 13. The power transmission rotation speed of a harrowing rotor 12A in a ridge edge planting line area A among harrowing rotors 12 can be changed relative to the power transmission rotation speed of another harrowing rotor 12B in another other planting line area B. A resistance rotor 19 which is rotatable around a side rotor axis 16 or whose rotation is different from the rotation of a center rotor 12C is disposed in the inner periphery of rotation of a side rotor 12S.
