PROBLEM TO BE SOLVED: To provide a system and method for controlling irrigation which controls irrigation by keeping the moisture status of plants properly.SOLUTION: The irrigation controller makes a preliminary line according to a preset target value of the water potential of trees, the upper and lower tolerance about the target value, and a plurality of measured values, calculates the subsequent value from the preliminary line, and determines whether this preliminary value is within the tolerance or not (steps S4-6). When the preliminary value is in the tolerance, the controller keeps the quantity of irrigation water (step S7), and when the value is outside the tolerance, it adjusts the quantity of irrigation water so that the preliminary value may be in the tolerance (step S8). An irrigation device performs the first sprinkling (step S9), based on this control content, and a worker determines the continuation of control (step S10).
