PROBLEM TO BE SOLVED: To protect a plurality of cone-shaped projections on a cone-shaped projection sheet.SOLUTION: A package 1 of a cone-shaped projection sheet includes a cone-shaped projection sheet 23 and a cone-shaped projection forming sheet 7. The cone-shaped projection sheet 23 has a base body 23a and a plurality of cone-shaped projections 23b formed on the surface 23c of the base body 23a. The cone-shaped projection forming sheet 7 is used to form a plurality of cone-shaped projections 23b, the cone-shaped projection forming sheet 7 including: a first layer 11 having a concave housing part 31a on which a plurality of cone-shaped concavity parts 11a where a plurality of cone-shaped projections are disposed are formed a second layer 13 made from a metallic material provided on the opposite surface to the concave housing part 31a of the first layer 11 and a third layer 15 provided on the surface of the second layer 13 opposite to the first layer 11.
