PROBLEM TO BE SOLVED: To efficiently and economically treat a non-ionic/cationic water-soluble compound such as a monoethanolamine-containing dilute hydrochloric acid wastewater that is discharged during regeneration of condensate desalination devices used in nuclear power plants and thermal power plants. SOLUTION: A non-ionic/cationic water-soluble compound is passed through a raw water chamber 22 of a neutralization dialysis device 2 that is partitioned into the raw water chamber 22 and an alkali solution chamber 23 by an anion-exchange membrane 21, and an alkali solution is passed through the alkali solution chamber 23 to neutralize and desalinize the acid liquid. An alkali wastewater produced by neutralization and desalinization treatment is subject to catalytic oxidation treatment in a catalytic oxidation device 10. COPYRIGHT: (C)2013,JPO&INPIT
