The method includes determining a first data block division manner according to first baseband capability information, where the first baseband capability information includes at least one piece of: capability information, space layer information, or time-frequency resource information of a baseband processing unit. The method also includes dividing a to-be-sent data block into first processing blocks according to the first data block division manner and performing first baseband processing on the first processing block based on a granularity of the first processing block.
