PROBLEM TO BE SOLVED: To provide a scintillator panel that surely prevents degradation of a phosphor layer due to moisture and causes no air gap when the scintillator panel is bonded to a photoelectric conversion element, and a radiation detector including the scintillator panel.SOLUTION: A scintillator panel comprises: a resin substrate a phosphor layer that is formed over the resin substrate and converts radiation into visible light a first moisture-proof protective body that is bonded to a surface of the resin substrate opposite to a surface of the resin substrate, on which the phosphor layer is formed, through an adhesive layer and a second moisture-proof protective body that is formed in such a manner that the second moisture-proof protective body integrally covers from a surface of the phosphor layer to a part of a surface of the first moisture-proof protective body opposite to an adhesive surface of the first moisture-proof protective body.
