PROBLEM TO BE SOLVED: To provide functional water containing hydrated electrons based on a new production method. SOLUTION: Functional water is formed from raw water exposed to an electric field. The electric field converts an alternating current into a direct current in the converter 12, and a direct current voltage is applied between the positive terminal 12a and the negative terminal 12b of the converter 12 to form a solid 21 formed of a solidified product of a silicone binder containing semiconductor particles. A negative potential is applied from the negative terminal 12b of the converter 12 to the first conductor 14 to be coupled, and the second conductor 15 apart from the first conductor 14 and coupled to the solid 21 acts.
