A method of operating a network operating system and a network operating system. The method comprises: upon installing the network operating system, obtaining a corresponding scene pack and installing the same, wherein the scene pack comprises initialization data of the network operating system, service configuration data, and access configuration data of a low-level network management unit; reading, by each of function modules in the network operating system, according to a designated priority, corresponding configuration data from the scene pack, and loading the same; and connecting, by the network operating system, to an associated system, performing scheduling, and operating accordingly. The technical scheme can increase deployment efficiency of the network operating system, saving company operation costs, and preventing any possible risk.
