PROBLEM TO BE SOLVED: To provide a new type scalp and hair cosmetic which can be applied to the scalp like a scalp cosmetic and moreover can obtain appropriate hairdressing.
SOLUTION: The scalp and hair cosmetic is obtained by mixing 30-50 mass% ethanol, 10-30 mass% at least one compound selected from the group consisting of a silicone which is liquid at room temperature and a hydrocarbon which is liquid at room temperature, 0.1-0.5 mass% nonionic surface active agent, 0.01-0.5 mass% carboxyvinyl polymer, and 20-50 mass% water, for example, at room temperature and agitating the resulting mixture until the oil component is uniformly dispersed. Further, if necessary, a component to be incorporated into a hair tonic and a hair restorer, such as a refrigerant represented by menthol, can be incorporated.
