The present invention relates to a method for producing a composition for hair and scalp, capable of giving hair useful effects by undergoing the following steps: processing thistle flower as a natural plant ingredient or a whole plant of thistle including flower into a sugar solution； and carrying out alcohol fermentation and an acetic acid fermentation using the same. The present invention further relates to a composition produced by the method. Since the composition for hair and scalp of the present invention is produced by fermenting the thistle flower as the natural plant ingredient after sugaring the same, has no side effects to human body, and barely spoils even after a long term preservation.
