A dust core which comprises: a plurality of soft magnetic particles configured from an iron-based material; insulating layers having covering layers that are mainly composed of a phosphate salt and cover the surfaces of the soft magnetic particles; and insulating pieces which are separated from the insulating layers and are surrounded by three or more soft magnetic particles that are adjacent to each other, and which contain a constituent material of the insulating layers.
