Provided is a reflective film surface layer used for a surface layer of a reflective film. The reflective film surface layer comprises a base material (1), on which a plurality of translucent raised structures (2) are evenly distributed. The raised structure (2) has a flat top surface, and a hydrophilic layer (3) is coated on the surface of the substrate (1) where the raised structures (2) are not provided. The raised structure (2) is used for quickly guiding the water droplets to condense in the hydrophilic layer (3) and for protecting the hydrophilic layer (3) from being damaged. The raised structure (2) can form a protection to the hydrophilic layer (3) to prevent the hydrophilic layer (3) from being damaged during storage, transportation, rework and use, so that the reflective film can permanently maintain good anti-dew and anti-frost performance.
