PROBLEM TO BE SOLVED: To provide a medicine registration device and program that can register only a billable drug medicine.SOLUTION: A medicine registration device comprises: input means reading means determination means registration means and output means. The input means is configured to receive an input of identification information capable of identifying a medicine, and the reading means is configured to read information on the medicine having the identification information whose input is received by the input means from a storage unit storing information on the medicine, including whether a payment of the medicine is billable. The determination means is configured to determine whether the medicine of the identification information whose input is received by the input means is a billable medicine from the information on the medicine read by the reading means. The registration means is configured to register the identification information whose input is received by the input means when the determination means determines that the medicine is the billable medicine, and the output means is configured to output the identification information registered by the registration means.
