The composition of claim 1, wherein the delivery vehicle comprises a polymer. The composition of claim 2, wherein the polymer is a reverse phase polymer or a block copolymer. The composition of claim 3, wherein the polymer is poloxamer. The composition of claim 4, wherein the polymer is poloxamer 407.6. The composition of claim 1, wherein the carrier comprises a plurality of particles dispersed in a polymer matrix, and where the particles contain at least one second growth factor on their surface. The composition of claim 6, wherein the particles comprise calcium phosphate particles. The composition of claim 6, wherein the polymer matrix comprises polylactic acid (PLA) or a copolymer of lactic and glycolic acids (PLGA). The composition of claim 1, wherein the first time period covers hours or days. The composition of claim 9, wherein the second time period covers a day or weeks. The composition of claim 1, wherein at least one first growth factor and at least one second growth factor are the same.
