PROBLEM TO BE SOLVED: To provide an apparatus and a method for producing dried and fermented fertilizer and livestock feed or the like in each of which good-quality, dried and fermented fertilizer and livestock feed or the like is produced inexpensively while reducing both of an initial investment cost and a running cost, a feeding port of a material to be dried is arranged in the lower part of a fermentation tank to easily charge the material to be dried so that the apparatus can be designed freely and the scale thereof can be enlarged or reduced easily.SOLUTION: Animal and plant residues, which are stored and accumulated in the fermentation tank and have fermentation heat, are discharged and scattered in the space in the fermentation tank together with air and the discharged and scattered animal and plant residues are circulated repeatedly in the apparatus to efficiently produce an evapotranspiration effect. The feeding port of the material to be dried is arranged in the lower part of the fermentation tank and a supply feeder for conveying the material to be dried is arranged. Oxygen required to ferment the animal and plant residues is supplied uniformly and a satisfactory fermentation environment is kept to produce the good-quality, dried and fermented fertilizer and livestock feed or the like.【課題】初期投資及びランニングコストを抑え、廉価で良質な乾燥発酵飼料・乾燥発酵肥料等を製造する。被乾燥物の投入口を発酵槽の下方へ設けたことで、投入時に被乾燥物を容易に投入することができることとなり、装置の設計を自由にし、規模拡大、縮小を容易とする。【解決手段】発酵槽内において貯留・堆積し、発酵熱を帯びた動植物性残渣物を、空気とともに発酵槽内の空間に放出・飛散させ、装置内を繰り返し循環させることにより、蒸発散作用を効率的に行い、且つ被乾燥物の投入口を槽下方に備え及び被乾燥物の搬送用に供給フィーダを備え、発酵に必要な酸素を満遍なく供給して良好な発酵環境を保ち、良質な乾燥発酵飼料・乾燥発酵肥料等を製造する装置を提供する。【選択図】 図１
