PROBLEM TO BE SOLVED: To solve the problems wherein, formerly, the sufficient fixing and growth of seaweeds and the fixing and propagation of fish require much times and are inefficient because it is slightly difficult that the seaweeds are fixed and grown on the surface of concrete and the surface of wood in a fish bank using a concrete block or the like. SOLUTION: The problems are solved by the following simple method. The method uses the structure obtained by storing in a net-shaped bag a vegetable material such as forest products using as a raw material at least wood chips obtained by using thinnings or a building waste material, and by-products of cereals. The structure enables the seaweeds to be fixed well in the sea, and has effects on the fixing and growth of organisms such as gammarids and shipworms which can be good feed for the fish 13. The structure can be a seaweed-growing body contributing for activation of marine resources as a fish bank, an egg-depositing site for the fish, or a growing site of sea urchin, abalone and the like.
