PROBLEM TO BE SOLVED: To provide a data extraction device and a data extraction method that can facilitate extraction of actual measurement data suitable for fine tuning of a simulation model without burdening an operator. SOLUTION: In a data extraction device 10 for actual measurement data input into a simulation model that predicts an operation condition of a plant and controls the plant, a feature analysis means 104 analyzes shape characteristics of time-series data of multiple pieces of actual measurement data acquired from the plant and shape characteristics of time-series data of simulation data about a state quantity output from the simulation model. As a result of the analysis by the feature analysis means 104, an extraction means 106 extracts the actual measurement data, which has shape characteristics most similar to the shape characteristics of the simulation data, from an actual measurement database.
