A wireless network controller and method for controlling the broadcast of a paging message for a user equipment by a wireless network cell or controlling handover of a user equipment from a serving wireless network cell to a target wireless network cell is disclosed. The wireless controller, which may be an eNodeB, is configured to compare an access permission of the user equipment to an access condition of the wireless network cell; and if the access permission of the user equipment does not comply with the access condition of the wireless network cell, suppress the paging message such that it is not broadcast on the wireless network cell or suppress handover of the user equipment to the target wireless network cell respectively. The access permission may comprise an access class of the user equipment, and may indicate that the user equipment is a special case, for example for use by the emergency services.
