PROBLEM TO BE SOLVED: To solve problems: sufficient fixation and growth of seaweeds have been rather difficult on the surface of concrete and the surface of wood in a fish bank using concrete blocks or the like, therefore, the sufficient fixation and growth of the sea weeds or steady propagation of fish has required much time and has been inefficient. SOLUTION: The problems are solved by the following simple method. The method uses a structure which houses, in a frame body shaped in a cage-like form using a rod-like and/or a strip-like material, structural elements prepared by storing plant materials such as forest products including wood chips obtained by using at least thinnings or building waste materials as raw materials in a net-like bag to obtain the structure for growing sea weeds. The structure enables the sea weeds to be fixed well in the sea, and is effective in fixation and growth of organisms such as Amphipoda and Teredo sp. which are good feed for the fish, and can be a seaweed-growing body contributing for activating marine resources as a fish bank, an egg-depositing site for the fish or a growing site of sea urchin, abalone and the like.
