PROBLEM TO BE SOLVED: To provide technique to measure an active mass by classifying kinds of users action.SOLUTION: An action discriminating part 31 of the action determining apparatus 10 classifies users action states into five kinds based on a measurement result by an acceleration sensor 20 of a triaxial acceleration meter. Moreover, an action age calculating part 32 calculates an action age based on the component ratio of the active state classified by the action discriminating part 31, Furthermore, a fat-getting action index calculating part 33 calculates users fat-getting action index.
