PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition for a creamy cosmetic which contains no synthetic surfactant, is excellent in stability with little syneresis, and has excellent use feeling, and a cosmetic.SOLUTION: An oil-in-water type emulsion composition for a creamy cosmetic contains water, oily components, a fatty acid, and a fatty acid alkali salt in which viscosity is 500-100,000 mPa s. A synthetic surfactant is not substantially contained in the composition, and a behenic acid, a stearic acid, and a palmitic acid are contained therein as the fatty acid. Total content of the fatty acid and the fatty acid alkali salt is 3-11 mass%. Mass ratio of the behenic acid/the stearic acid/the palmitic acid to the fatty acid is 15-65/5-85/0-80. The fatty acid alkali salt is a sodium salt or a potassium salt of the 12-22C saturated fatty acid.
