PROBLEM TO BE SOLVED: To provide a cosmetic base capable of imparting a glossy luster, good slipperiness and moisture retention feeling without stickiness to the hair, imparting smoothness or moist feeling without stickiness to the skin and having properties as an emulsifier for forming a stable emulsion or powder dispersibility and to provide a cosmetic containing the cosmetic base.SOLUTION: There is provided a cosmetic base comprising a silylated amino acid/silane compound copolymerization composition obtained by reacting a silylated amino acid and a silane compound in a specific ratio. Further, there is provided a cosmetic comprising the cosmetic base. The amino acid moiety of the silylated amino acid preferably is a basic amino acid, especially preferably arginine.
