PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion composition for creamy cosmetics, and cosmetics which do not substantially contain synthetic surfactant, are hard to take off from the water, are excellent in stability, and also have an excellent feeling of use, such as compatibility.SOLUTION: The invention relates to an oil-in-water emulsion composition for creamy cosmetics which contains water, an oil component, fatty acid, and alkali salt of fatty acid, and has a viscosity of 2,000 to 90,000 mPa s. In the entire emulsion composition, a synthetic surfactant is not contained substantially, behenic acid, stearic acid, and palmitic acid are contained as fatty acids.
