The substrate (12,13) may be in communication with an electrochromic device. The system may further include first and second conduits (75,80). The first conduit (75) may be on a first side of the substrate (12,13) and a second conduit (80) may be on a second side of the substrate. The second conduit (80) may be in communication with the first conduit (75) through at least one of the seal (2,3), a space between the seal (2,3) and the frame (1,9A), and a space between the seal (2,3) and the substrate (12,13).
