PROBLEM TO BE SOLVED: To provide a W/O type emulsion base makeup cosmetic product (e.g. makeup base and liquid foundation) giving finished makeup having excellent transparency, free from stickiness, giving moist feeling in use and having excellent stability.SOLUTION: The W/O type emulsion base makeup cosmetic product contains (a) a volatile oil component, (b) hydrophobic powder and (c) an amphiphilic associating thickening agent. The cosmetic product is preferably further compounded with (d) a silicone-based surfactant in the case of using a low-boiling silicone oil as the component (a).
