PROBLEM TO BE SOLVED: To provide a method, device and kit for administering a therapeutic agent, particularly a therapeutic agent such as medical ozone into a tissue.SOLUTION: The device 20, in an embodiment, includes an ozone generator connected to a scavenger 28 and an ozone administrator 32 via network of tubes 36, 44, 48 and valves 40, 52, 60. When the device is activated and the valves 40, 52, 60 are in proper positions, the ozone generator 24 fills the ozone administrator 32 with ozone. Afterward, the ozone generator 24 is stopped and the valves 40, 52, 60 are moved so that the administrator 32 is disconnected from the remainder of the device 20. The administrator 32 is typically in the form of a syringe 56 and needle 64. Once the syringe 56 and the needle 64 are filled with ozone, the needle 64 can be inserted into the tissue and the ozone can be injected into the tissue.
