The apparatus (20), in an embodiment, includes an ozone generator (24) connected to a scavenger (28) and an ozone administrator (32) via network of tubing (36,44,48) and 5 valves (40,52,60). When activated and the valves (40,52,60) placed in the proper position, the ozone generator (24) will fill the ozone administrator (32) with ozone. The ozone generator (24) can then be turned off and the valves (40,52,60) moved so that the administrator (32) can be disconnected from the remainder of the apparatus (20). The administrator (32) is typically in the form of a syringe (56) and needle (64). Once the 10 syringe (56) and needle (64) is filled with ozone, the needle (64) can be inserted into a tissue and the ozone expressed therefrom into the tissue.
