PROBLEM TO BE SOLVED: To provide an apparatus and a method for simply and easily evaluating vascular endothelial functions with high precision.SOLUTION: The apparatus includes: a first cuff 11, to be wound around a first site of the body of a subject a second cuff 51, to be wound around a second site of the body of the subject a controller 20 that is a cuff controller for controlling a pressurization and decompression of the cuff a cuff pressure detector 31 for detecting the cuff pressure from an output of a pressure sensor 54 connected to the second cuff 51 a pulse wave detector 32 for detecting a pulse wave from the output of the pressure sensor 54 and an analyzer 33 for analyzing the detected pulse wave.
