The purpose of the present invention is to provide an aqueous cosmetic composition, in which a proper amount of a hydrophobic spherical powder can be blended in an aqueous phase stably even though an aqueous base material having a fresh sensation upon use is used, and which can correct the appearance of skin to a natural level. The present invention relates to a cosmetic composition characterized by comprising (A) at least one higher alcohol having a linear saturated alkyl chain, (B) hydrophilic surfactants including a nonionic surfactant, (C) a powder having an average particle diameter of 1 to 30 [mu]m in an amount of 4 to 30% by mass and (D) water, wherein the ratio of the number of moles of a hydrophilic nonionic surfactant to the total number of moles of the hydrophilic surfactants (B) is 0.5 or more, the ratio of the amount of a hydrophobic spherical powder to the total amount of the powder having an average particle diameter of 1 to 30 [mu]m (C) is 50% by mass or more, and the hydrophobic spherical powder is added to an aqueous phase.本發明之目的在於提供一種水性化妝料組合物，其為具有水潤使用觸感之水性基劑，並且可將適當量之疏水性球狀粉末穩定地調配至水相中，可自然地修正肌膚之外觀。本發明係關於一種化妝料組合物，其特徵在於含有：(A)1種或2種以上之具有直鏈飽和烷基鏈之高級醇、(B)包含非離子性界面活性劑之親水性界面活性劑、(C)4～30質量%之平均粒徑為1～30 μm之粉末、及(D)水；親水性非離子性界面活性劑之莫耳數相對於上述(B)親水性界面活性劑之總莫耳數之比率為0.5以上，疏水性球狀粉末之調配量於上述(C)平均粒徑為1～30 μm之粉末之合計調配量中所占之比率為50質量%以上，並且上述化妝料組合物係將上述疏水性球狀粉末添加至水相中而成。
