The purpose of the present invention is to provide an aqueous cosmetic composition, in which a proper amount of a hydrophobic spherical powder can be blended in an aqueous phase stably even though an aqueous base material having a fresh sensation upon use is used, and which can correct the appearance of skin naturally. The present invention relates to a cosmetic composition characterized by comprising (A) at least one higher alcohol having a saturated straight alkyl chain, (B) hydrophilic surfactants including a nonionic surfactant, (C) a powder having an average particle diameter of 1 to 30 µm in an amount of 4 to 30% by mass and (D) water, wherein the ratio of the number of moles of a hydrophilic nonionic surfactant to the total number of moles of the hydrophilic surfactants (B) is 0.5 or more, the percentage of the amount of a hydrophobic spherical powder in the total amount of the powder having an average particle diameter of 1 to 30 µm (C) is 50% by mass or more, and the hydrophobic spherical powder is added to an aqueous phase.
