PROBLEM TO BE SOLVED: To provide a fine and fluid O/W type emulsion prepared by using a process less expensive and less complex than that of the technical field (the process requiring no mechanical or thermal energy supply, therefore without accompanying high temperatures, requiring no material for supplying a large amount of energy and without affecting chemical stability of compounds constituting the composition).SOLUTION: The composition comprises (1) an emulsion system containing at least one silicone surfactant having &ge10,000 molecular weight, at least one nonionic cosurfactant and at least one anionic cosurfactant and (2) at least a 2-6C monohydric alcohol. In the composition, the oil in the oil phase is soluble in the monohydric alcohol.
